Procurement Manager

The Procurement Manager will work with business partners to provide innovative procurement and contract management solutions, ensuring compliance with procurement polices and obtaining the best value and performance from the supplier market.
1. Work with department leads to evaluate procurement spend, analyze internal drivers and external supply market dynamics, and prioritize sourcing needs to optimize procurement relationships and budget management.

2. Ensure that procurement processes and controls are documented, compliant with financial and governance policies, and operate effectively.

3. Develop and implement supplier management processes to ensure contract compliance and drive suppliers towards world class performance.

4. Apply commercial and legal knowledge to extract contracting value and reach consensus through the delivery of innovative agreements and successful negotiations and dispute resolution efforts. Seek continuous improvement opportunities, including and efficient use of automation and technology tools

5. Develop internal and external relationships that reduce risk, maximize procurement strategies, optimize supplier performance, and minimize total cost of ownership. Manage supplier portfolio to ensure VELCO receives optimal pricing, quality performance, and safe/timely delivery results.

6. Establish and report on key performance metrics and cost savings targets to provide actionable insight for business leads (i.e., supplier scorecards and quarterly business reviews).

7. Lead a sourcing team that delivers high performance, achieves department budgets and savings targets. Ensure team members receive appropriate communications, clear objectives, coaching and development and training, motivation, performance feedback.

8. Demonstrate and report to management a proven track record of business value resulting from commercial acumen, effective communications and presentation skills, strong negotiating and influencing skills, and the ability to build strong organizational and market relationships and understand financial models and balance sheets is valued.

The description above reflects the most specific duties performed but does not exclude the occasional work assignments not mentioned.  RequirementsA Bachelors Degree plus 5 years experience in a Procurement/Contract Management/Supply Chain role is required. Two years of experience in a sourcing leadership role and a Certified Professional Purchasing Manager (CPPM) or Certified Professional in Supply Management (CPSM) certification is preferred. The candidate must be self-motivated and physically able to perform this job.
