The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence, and limited complexity.
As a Management and Program Analyst within the United States Department of Homeland Security (DHS), U.S. Citizenship and Immigration Services (USCIS), Office of Information Technology (OIT), Enterprise Infrastructure Division (EID), for the Global Services Management (GSM) Branch, your duties will include:
- Analyzing telecommunication contract issues, recommending solutions, and presenting recommendations to the Section Chief for discussion and approval.
- Developing and maintaining documentation related to the execution of telecommunication contracts, to include developing internal procedures.
- Assisting with telecommunication contract activities to include designing and implementing planning and controls for the submission of data, including forming the basis of budget and program resource requests and decisions, and tracking, accounting and evaluating fiscal data.
- Utilizing project management methodologies to aide in the initiation, planning, execution, control and closure of a project within a given timeframe.
- Assessing and monitoring USCIS acquisition and contracting requirements relating to the various contracts that support USCIS Circuit Ordering and Telecommunications Services.

GS-9: You qualify at the GS-9 level if you possess one (1) year of specialized experience, equivalent to at least the GS-7 level in the federal government, which has equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
- Assisting with analyzing vendor or service provider contract responsibilities and assessment of vendor contract fulfillment and documenting related variances and correspondence; assisting in evaluating vendor or service provider issues and in developing recommendations to be proposed to management, to include development of presentation documents such as charts, graphs and key bullet points; coordinating and communicating with various supervisors, managers and program staff to assist with program planning and execution; and tracking financial data, completing invoice reviews, and generating financial reports; assisting with the development of budget planning and controls, and budget development and submission. with analyzing vendor or service provider contract responsibilities, assessment of vendor contract fulfillment, and documentation of related variances and correspondence. OR
- You may also substitute successful completion of a Masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in an accredited college or university, or a J.D. OR L.L.B. degree may be substituted for experience at the GS-9 grade level. Such education must demonstrate the skills needed to do the work. A course of study in business administration, public administration, or related fields is qualifying. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 36 semester hours should be considered as satisfying the 2 years of full-time study requirement.
GS-11: You qualify at the GS-11 level if you possess one (1) year of specialized experience, equivalent to at least the GS-9 level in the federal government, which has equipped you with the skills needed to successfully perform the duties of the position. In addition to the requirements at the lower grade level, you must also have experience performing the following duties:
- Analyzing vendor or service provider contract responsibilities and assessing vendor contract fulfillment, and documenting related variances, correspondence and corrective actions taken; evaluating vendor or service provider issues, developing recommendations and proposing them to management; developing presentation documents such as charts, graphs, timelines as specified to present statistical data, and defining key bullet points and supporting factors; coordinating and communicating with various supervisors, managers and program staff as well as other internal stakeholders to assist with process development, program planning and execution; developing tracking mechanisms and tracking financial data, completing invoice reviews, and developing and generating financial reports; assisting with the development of budget planning and controls, collecting and consolidating budget data; assisting with budget development and submission; utilizing the project management methodologies to aide in the initiation, planning, and execution of a project; and monitoring acquisition and contracting requirements having impacts on agency service contracts and advising management accordingly. OR
- You may also substitute successful completion of a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree in an accredited college or university, may be substituted for experience at the GS-11 grade level. Such education must demonstrate the skills needed to do the work. A course of study in business administration, public administration, or related fields is qualifying. One year of fulltime graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 54 semester hours should be considered as satisfying the 3 years of full-time study requirement.
Combining Experience and Education: Appropriate combinations of successfully completed post-high school education and experience also may be used to meet the total qualification requirements for the GS-9 and GS-11 grade levels.
